تحلیل فضایی اثرات انتقال و توزیع آب از مخازن چاه نیمه‌ها به اراضی کشاورزی بر پایداری اقتصادی روستاها

چکیده
با عنایت به قرارگیری منشأ جریان‌های ورودی آب به سیستان در کشور افغانستان، کمبود آب یکی از عوامل اصلی محدودکننده توسعه فعالیت‌های کشاورزی در این منطقه بشمار می‌رود. بطوریکه خشک‌سالی‌های اخیر منجر به خشک شدن شریان‌های حیاتی، نابودی بنیان‌های تولیدی و تشدید مهاجرت‌های گسترده‌ به سایر نقاط ایران شده است. در این راستا طرح آبیاری 46 هزار هکتار از اراضی کشاورزی سیستان به‌منظور انتقال سیلاب‌های جاری از کشور افغانستان به گودال‌های طبیعی معروف به مخازن چاه نیمه‌ها و امکان بهره‌برداری مناسب از سیلاب‌های مذکور برای توسعه‌ی کشاورزی و پایداری منطقه مورد تصویب و اجرا قرار گرفت. بنابراین در این پژوهش تلاش شده، تأثیر طرح 46 هزار هکتاری آبیاری دشت سیستان بر پایداری اقتصادی روستاها مورد کنکاش قرار گیرد. جامعة آماری پژوهش، ساکنین 40 روستای شهرستان هامون که با استفاده از فرمول کوکران از بین 9397 خانوار، تعداد 346 نفر پرسشگری به عمل آمد. برای تجزیه‌وتحلیل داده‌ها، از نرم‌افزارهای Swara، Mabak، GIS و نیز از آزمون‌های ویلکاکسون در نرم‌افزار SPSS برای تحلیل‌های آماری استفاده‌شده است. براساس نتایج پژوهش بیشترین تأثیرگذاری اجرای طرح 46 هزار هکتاری آبیاری مربوط به مؤلفه‌های ارزش‌افزوده و مدیریت آب می‌باشد. رتبه‌بندی روستاها بر اساس مدل ماباک نشان می‌دهد با اجرای طرح سطح پایداری اقتصادی 5/42 درصد روستاها کاهش، 40 درصد روستاها متوسط و در 5/17 درصد روستاها پایداری آن‌ها نسبت به قبل افزایش‌یافته است. پراکنش فضایی روستاها به لحاظ سطح پایداری اقتصادی نشان می‌دهد تنها در قسمت‌های جنوبی و شرقی محدوده موردمطالعه که در قبل اجرای طرح با محدودیت جدی آب روبرو بوده‌اند (به علت دوری از چاه نیمه‌ها) و با اجرای طرح و دسترسی مطلوب به آب کشاورزی از طریق شبکه آبیاری در فعالیت‌های اقتصادی این روستاها تغییراتی مثبتی به وجود آمده در سایر روستاها تغییرات قابل محسوسی رخ نداده است.

چکیده English

 Given the source of water inflows to Sistan in Afghanistan, water scarcity is one of the main factors limiting the development of agricultural activities in the region. Recent droughts have led to the drying up of vital arteries, the destruction of productive bases, and the intensification of widespread migration to other parts of Iran. In this regard, the irrigation project of 46,000 hectares of agricultural lands in Sistan in order to transfer current floods from Afghanistan to natural pits known as wells and wells and the possibility of proper use of these floods for agricultural development and regional sustainability Was approved and implemented. Therefore, in this study, an attempt has been made to investigate the effect of the 46,000-hectare Sistan plain irrigation project on the economic sustainability of the villages. The statistical population of the study was the residents of 40 villages of Hamoon city. Using the Cochran's formula, out of 19,133 households, 346 people were interviewed. Swara, Mabak, GIS software and Wilcoxon tests in SPSS software for statistical analysis were used to analyze the data. According to the research results, the most effective implementation of the 46,000-hectare irrigation project is related to value-added components and water management. Comparison of changes in the level of economic stability of villages based on the Mobak model shows that with the implementation of the plan of economic stability level, 20% of villages have decreased, 45% of villages have not changed and in 35% of villages their stability has increased compared to before. Spatial distribution of villages in terms of the level of economic stability shows that the southern and eastern parts of the study area before the project were faced with severe water restrictions (due to the distance from the wells) and with the implementation of the plan and optimal access to agricultural water. Through the irrigation network, there have been positive changes in the economic activities of these villages.
