The concern of rural development and the empowerment of rural communities is one of the most important issues of underdeveloped communities in the world today. Before this, it was believed that these communities can be saved from poverty and backwardness with some interventions and by preparing comprehensive plans and in an orderly manner and provide a sustainable livelihood for the rural residents; But today, it is clear that the inner power and capacity of rural communities is involved more than anything else in the possibility of realizing development and creating a sustainable livelihood. This article tries to classify the capacity and development potential of the villages of Malekshahi city based on socio-economic indicators. The research method is the survey and statistical population of households in the villages of Malekshahi city. The sample size is 580 samples determined by Cochran's formula. The sampling method is matched sampling and random selection of samples. The findings showed that the villages of Malekshahi have a much better situation in terms of social indicators such as cohesion, participation, trust, skill and education compared to economic indicators such as employment, access to credits, income and institutional structures. The results showed that in order to implement the empowerment program and provide sustainable livelihood, in addition to benefiting from the local social and human capital, it is necessary to take advantage of removing obstacles to access to financial credits and putting small and surplus funds into the cycle of rural communities.

Climate change, including drought, has caused nomadic communities of the country to collapse. However, this productive society contributes significantly to the sustainability of livestock production. If the livelihoods of nomadic societies are not diversified, food security of other sectors of the society will be compromised. Therefore, the main question of the research is “what are the strategies for the development of livelihoods of nomads in the Gachsaran County?” This descriptive-analytic research is an applied approach that uses the SWOT technique to explain the strategies for improving livelihood in nomads in the Gachsaran County. Therefore, the SWOT analysis was conducted with the experts of the Kohgiluyeh & Boyer-Ahmad Nomad Affairs Organization. Semi-structured interviews were conducted with participants who had detailed knowledge about nomads situation of the Gachsaran County. For this purpose, the participant group consisted of all experts in the organization (12 persons) who participated in the study. The results showed that the total weight of internal factors evaluation matrix for internal factors tribes was 3.68. While external factors was 3.32 based on the results of the final weight. The findings indicated that the nomads weaknesses compared to the strengths of the total weight had more that is required to plan to minimize weaknesses and maximum use of opportunities to eliminate weaknesses. Matrix IE, defensive strategy (WT) takes into account and identifies the first strategic planning process for the development of the nomadic society of the Gachsaran county. Through this, it has to be specified that codification of the strategy has to be in accordance with the internal strengths and external factors of threats. Finally, in order to improve livelihood of this group, making a preparatory plan to identify the strengths, weaknesses, opportunities and threats specific to each system of tribal community with the participation of nomads and planners is recommended.

In recent years, fresh water has been increasingly reduced and saline water has been one of the options to help the continuity and stability of agricultural activities. Hence, long-term sustainability of saline water irrigation depends on how to manage it at the fields. Optimal management requires identifying the factors affecting it. In this regard, this study used the descriptive–survey method to analyze the factors affecting the optimal management of saline water based on the Sustainable Livelihoods Framework. The statistical population of the study consisted of all the farmers of the Karun County (N=19720). By using the table of Krejcie and Morgan, the sample size was determined (n= 120). The sample was chosen through the simple random sampling method. Data were collected using a questionnaire. The questionnaire's face and content validity were approved by a panel of the agricultural extension and education experts and its reliability was confirmed by calculating the Cranach’s alpha coefficient (0.65-0.83). The data was analyzed by using the SPSS software. At the first stage the variables was converted to standard scores in order to construct livelihood assets indices. Then, principal component analysis was ran to assign the weights of the indicators. The results showed that farmers' management behavior in using saline water was dominated by technical management manners. Social capital and physical capital were known as the most and least livelihood assets of farmers, respectively. Also, there were statistically significant differences in farmers' management behavior based on their livelihood assets.
