Today, the role of creativity in the world economy and the development process of countries has been assessed as so important and key that creativity has played a significant role in the economic growth and development of the world. On the other hand, the capability of human resources has been able to establish the sustainability of this creativity for different levels of a country. Therefore, the purpose of this research is to analyze the influence of capable households on the formation of creative villages. The purpose of the research is applied, and the research method is descriptive-analytical. Data and information were collected in both documentary and field form (questionnaire) in 5 dimensions of village households' capabilities (effectiveness, meaningfulness, competence, trust and right to choose). The statistical population of the research included heads of households in the villages of Roshtkhar Township, which was calculated based on Cochran's formula, and the sample size of 377 households was calculated and distributed randomly. To analyze the data of the methods, the network analysis model (ANP) and statistical analysis, spatial analysis and Super Decisions, GIS, SPSS software have been used. The realization findings show that the indicators of creativity of households (0.9725), job importance (0.9177), personality of households (0.8847) have the highest weight. Therefore, the fitted model is suitable for conducting the research, which shows a linear and direct relationship between the development of the formation of creative villages and capable rural households in the study area. Rural areas in the villages of Roshtkhar Township can be mentioned to provide financial needs from the managers of relevant government and private institutions. In this regard, considering the trend of globalization of villages, it is suggested that the low level of education among households can be a red light for rural planners.

Implementation of the Rural Development Plan aimed at providing a platform for rural revitalization and social, economic, physical and environmental aspects and equity and appropriate facilities, would provide relative prosperity and quality of life for villagers. The purpose of this study is to evaluate the effects of rural development plans on the quality of life of rural households in Ardabil city. The research method used in this study is descriptive-analytical and the statistical population of this study includes all heads of households living in rural areas of Ardabil city (6881 households). Simple random sampling method was selected and evaluated. The validity of the questionnaire was confirmed by relevant experts and its reliability was confirmed by pre-test and Cronbach's alpha coefficient (0.74). Statistical analysis of research data was performed using statistical software package (SPSS) and statistical tests of factor analysis and correlation analysis. In order to evaluate the factors affecting the quality of rural life, 15 variables were tested in three components using factor analysis model. The results of factor analysis showed that 68.49% of the total variance was attributed to the social and economic dimension affecting the quality of life of the villagers. Credit and financial services, security against natural disasters, poverty alleviation and motivation for career development are the four main factors affecting the quality of life in the study area. The lines dedicated to the rural development plan should not only focus on the autopsy of the villages but also a different plans must be appended on the social, economic and environmental conditions of different villages appended to it.

The presence of recent droughts in Iran is considered to be one of the most important natural hazards that has many effects and consequences, especially in rural areas. The difficulty of livelihood in rural households is one of these consequences. This descriptive-survey study was conducted to analyze the factors affecting the livelihoods of rural households during drought in Alashtar town. The analytical framework used in this study is the sustainable livelihood framework. In this study, descriptive, analytical and correlation methods have been used. The statistical population in this research is the total head of rural households in Alastair (N = 7000). According to Krejcie and Morgan table, the sample size of this study is 364 households who were selected by the multi-stage sampling method. The data gathering tool was a questionnaire whose validity was confirmed by the professors of the extension and education department of Razi University of Kermanshah and its reliability was confirmed by the Cronbach alpha coefficient. The results showed that the greatest impact on household income is related to social capital and the least is related to financial capital. According to the results, human capital and social capital have had a major impact on the explanation of drought resistance. Moreover with regard to the beta, physical capital plays the most role in predicting drought resistance.
