Rural women participation in development projects often remains a motto due to the lack of attention to its subtleties and complexities. This study was aimed to investigate the appropriate strategies for real participation of rural women in development projects. To achieve this goal, women's participation in three stages of access, benefit and empowerment was elaborated. In this study, which was conducted in the years 2020-2021, due to the limitations created as a result of the Corona virus pandemic, the Internet survey method was used. The statistical population (N= 71) included students and graduates of universities, faculty members, experts and managers of the Ministry of Jihad Agriculture who were randomly selected from the list of members of the Agricultural Extension and Education Scientific Association. Data collection instrument was a questionnaire whose validity and reliability was confirmed. Data analysis was performed using SPSS software 22.The results showed that there are six main strategies for achieving women's participation in development projects, including planning based on women's individual characteristics, planning based on cultural and social issues, planning for the development of education, media content and ICT, Forming special women's groups and networking, access to financial resources, the possibility of participating in micro-credit schemes, and finally promoting government policies and the performance of organizations. Prioritizing strategies for achieving women's participation in development projects can vary in three stages. Formation of special groups for women and networking had high priority in all three stages of participation.

Water, as an essential element of life and a common feature of the challenges of sustainable development, is the source of the multifaceted crisis of the next half century. Given the importance of water in agricultural development as well as the reduction of water resources in recent years, the restoration of sustainable water resources / aqueducts is essential. Since the optimal performance of the aqueduct requires the participation of shareholders in maintaining and rehabilitating it, the present study tries to identify and present the desired implementation strategies to increase the participation of shareholders in rehabilitating the aqueduct with the help of strategic planning tools. The research method is descriptive-analytical and two SWOT-QSPM tools have been used. The Farmers and Experts Analysis Unit is familiar with the internal and external environment of the aqueduct in connection with the research subject in five villages of the central part and Zirkhan of Neishabour city, which have succeeded in reviving their aqueducts. The sampling method was snowball. Based on exploratory studies, 13 strengths and opportunities were identified as advantages and 16 weaknesses and threats were identified as constraints and bottlenecks in the participation of shareholders in rehabilitating the aqueducts. Abstract The present study was aimed at analyzing the barriers against wheat farmers' participation in the formation of water users association within the framework of a descriptive survey. The sample of this study included 375 wheat farmers in Dez irrigation system who were selected through random cluster sampling and were studied through a questionnaire. The reliability index of this questionnaire was estimated to be 0.89. The content validity of the questionnaire was confirmed by the experts and scholars in the field. After the participants filled the questionnaires and the data were collected, the SPSS software package was used to analyze the data. In addition, the results of factor analysis related to the items of barriers led to the extraction of four barriers. These barriers, in order of importance, include the lack of proper infrastructures and economic facilities, social barriers, inadequate structural characteristics and lack of risk-taking, local organizations and lack of attention to extension activities that explain 60.78 percent of the variance of all the barriers.
