Therefore, a wide range of activities required to evaluate the efficiency and practical success of the community that has been addressed in this study. The study area was Famenin County in Hamedan province in which based on the Cochran formula, 200 out of 708 skilled students residing in rural areas of this area were selected by proportional stratified random sampling method. The necessary data were collected in 2019 through a questionnaire consisting of four sections including: demographic and occupational characteristics of respondents and three variables of personal and personality, economic and social abilities. Both SPSS25 and LISREL8.5 soft-wares were used for data analysis. Based on the findings of the research, technical and vocational education have had different effects on the triple dimensions of personality, economic and social empowerment of learners, so as have consequently increased the level and improve the components related to each dimension. This effect was highest in the individual, economic and social dimensions, respectively, and the findings showed a positive and significant relationship between age, number of courses, and education of students with their individual-personality and economic abilities. Nowaday, the relationship between the two concepts of social capital and social welfare is evident, to the point where it can be admitted that by storing social capital more conditions can be created that achieve a high level of social welfare in most communities. The purpose of this study was to investigate the effects of social capital factors on wellbeing in rural regions, Bala-darband Dehestan of Kermanshah County. In this study, a survey was conducted using a questionnaire. Face validity was confirmed by a panel of experts. Statistical population of the study was the head of rural households in Bala-darband Dehestan, that using multi-stage random cluster sampling, 160 subjects were selected. In order to investigate the fitness of latent variables and test of hypothesis, structural equation modeling with LISRELver8.50 software was used. Confirmatory Factor Analysis (CFA) confirmed the consistency with the theoretical assumptions. Results of Structural Equation Modeling (SEM) showed that social capital factors such as social trust (t=3/18, γ=0/28), social solidarity (t=2/00, γ=0/17) and knowledge (t=4/18, γ=0/44) were the most important determinants to predict wellbeing of rural households and explain 51 percent of variability in the rural wellbeing. Finally, the study offered applied achievements to rural development custodians and managers for improving social capital factors.

The informative society is seen as the central element of rural development at the beginning of the third millennium and the development of information technology and communication in villages has always been considered in current summits across the world. Nowadays, information and communication technology service offices are the basis of electronic government. Therefore, recognition of these offices is necessary for sustainable rural development. The purpose of this research was a comparative analysis between the current situation and the desirable situation of e-government services in the rural districts of the Hamedan province as perceived by their directors (Hamedan, Bahar and Famenin Counties). The study population consists of 91 respondents who were chosen and studied through the census method. The findings of this research study consist of two sections. The items related to satisfaction with the activities in information and communication technology service offices were prioritized in the first section. Moreover, the current and the desirable conditions for electronic service provision were identified. The gap between these two were analyzed in the second section. The results indicate that there is a significant difference between these two conditions of electronic service provisions in rural areas. This significant difference was recognized through the paired T test at the 0.05 level with 6.33 value that illustrates the existence of a gap between these two situations.
